Why is the price gap so large?

Waterfront carries a premium because the supply is fixed. There is only so much shoreline, and they are not making more of it. Access and rights properties give you the lake lifestyle at a lower entry point, which is exactly right for a lot of buyers, especially second home owners who want the water nearby without the much larger budget.

Note: properties mentioning “boat slip available” are very different from “boat slip included.” The former is a definite, and the later may be subject to a several-years-long waiting list.
